F1 light 9 blinks?

I have a 2000 rc51 won't start actually won't turn over compression good has spark and fuel had water in it so it go in the system cleaned out with new fueland tryed to start it and it still won't turn over now the f1 light blinks 9 times any ideas???????? If you want call me 7869251957 I appreciate your help

It's the Inlet Air Temperature sensor. It's the sensor at the front of the airbox cover.
As our friend from Germany indicated, the IAT may be bad, has poor connection, or a broken wire.
The engine should still crank and run, however it will fall back to fixed default base temperature value to operate as a fail-safe.
So if the actual air temperature is far different than the default value, the air/fuel calculations will be off accordingly.

You said the engine won't turn over?
As in when you press the start button the starter doesn't run or engage or rotate the engine?
Or the starter does engage and rotates the engine but it won't ignite and run?

Plus water in the fuel is not a good thing. How long has the water been in the tank?
If there's rust, it could have clogged the fuel filter, which is inside the tank.
And if there's water in the fuel lines and injectors, those may have to be purged as well.
Unless the engine was cranked enough for the fuel system to push the water out of the injectors into the cylinders and out the exhaust (hopefully).

I got it running thank you guys for everything I just drained the fuel system and put new fuel and it turned on
