Whats wrong with this tail fairing

I'm considering buying a RC51. Bike is far away so the owner sent me pictures. One issue of concern is the tail is cracked where these bolts come out. According to the owner, the owner before him installed a fender eliminator incorrectly and it cracked it, is it possible?

Must have been done VERY incorrectly, did not take the time to measure 2-3 times before installing. I did my own under tail install and never had a problem like that, unless there is more damage then that I would say that would cause that yes. Otherwise someone ( of bigger size ) sat on the rear tail section with no passenger seat on ?

It just looks like the bolt was over tightened. I've seen my friend repair those before. You have to be careful not to wrench them to tight. Use blue locktite, and only about 10 lbf.ft.
b.miller once posted about lifting the tail section as you tighten so the your cowl cover doesn't poke up. It works good too.
