What is it that does not work?
Do all the LEDs light besides the FI indicator?
When you turn the switch on, does the tach cycle during ECU self-test or is there no LCD display at all?
Have you to tried disconnecting/reconnecting the gauge connector to check for good electrical connection?
Have you also tried disconnecting/reconnecting the ECU connectors to ensure good electrical connection?
Also, if you short the green service connector and turn the ignition on, what ECU code is displayed by the FI indicator blink codes?
Since the fuses are presumed good, it could be gauge panel, electrical, or ECU related.
The ECU sends the display indicator information to the gauge panel.

the cluster lights up but no number will display, i have not checked into all that you have mentioned, i dont know that much but going to try all of that now.
as of right now the FI light is the only one that lights up. the nuetral, highbeam and signal light do work too.

so after a couople of months of not really putting to much effort into trying to figure out why the cluster is not working, i gave up. so i came across a a cluster for sale and bought it, and it works, so aftre all it was my cluster that was broken. only thing sux is that my new cluster has almost 13k miles on it and the bike has low 8k miles on it, but other than that i am really happy. havent had the time to ride the bike since dec.

wonder if the old cluster can be fixed, any suggestions?

It sounds like something in the display of your original cluster is broken.. probably not worth the expense to have figured out and repaired..
