wont shift into neutral but clutch is good

wondering if anyone has an idea on this before i rip out the transmission on my bike. Clutch works fine but the bike will only click into two gears what two dont know. no neutral so i am higher gears is it my tranny with all the gears and clutch plates or the shift linkage itself. The bike will start if i hold the clutch in plus i bled it the other day and replaced the fluid. Thank you for your help.

Sounds more like the rachet and pawl inside.
Try putting the bike on a stand with the engine off and try to change gears by hand.
See if you feel the return spring return to center when shifting up or down.
The shift drum is what changes gears, the rachet and pawl part is what rotates the drum forward or backward.
