I'm not familiar with a Maxton shock, could it have a lock on it? Maybe a pull collar or a reverse nut which needs to be loosened?

I'd suggest shooting Maxton a email.

Are you referring to the spring preload adjuster or compression damping adjuster?
If the shock uses the stick type preload adjuster collar, often a set screw is used.
The set screw may need to be loosened to rotate the collar.
What model of Maxton shock are you using?
