Stock radiator mounting questions

When I picked up this bike there was nothing in the holes on the frame. (see photo below, circled in red) However my radiators have mounting holes that line up with it. Problem is, there is nothing in the hole. The parts manual shows a "special nut" (number 27) but how do I install it? Is it a nutcert style or what? Basically what I am asking is dose the radiator get a bolt through it and into the frame at the red circle and if so...how?

It's essentially a large well-nut similar to what is used for your windshield, except for a 6mm bolt.
Same for the right side, R. Radiator, item 30.
