Tail light bracket?

Please see the picture. On a 2003 (sp2) should there be a steel bracket that holds the tail light in place? Or no bracket - it was only used on sp1 generation???

Should the rubber grommets go "around" the rear fender???

The grommets are useless as is. The flanged spacer is effectively holding the light rigid to the fender. Move the grommets to center, like you asked above. Don't forget the spacers. Then the light is somewhat cushioned from the bumpy-bumps. It will locate the lense slightly further back, but I'm guessing it will fit fine.
Just my opinion, but I'd get rid of the crimp connectors and go with solder/shrinkwrap.
fwiw, when i converted to a SP2 subframe, it didn't come with that metal crosspiece you mentioned. Seeing it on my SP1, I also questioned that. Anyway, I never put one in.
