IAT sensor

After a little get off at the track on my street bike it has now become my race bike. it's an 02'. I just got it rideable minus fairings but I did some hacking on the harness to eliminate lights/horn, etc. It runs fine sitting still but if you go for a ride it wants to sputter/cut up when you acclerate. very noticeable under hard acceleration. I pulled the codes from the ecu and it was a 9 and according to my service manual it's an iat problem. It doesn't seem to be getting any voltage so I've got to trace that down. My question is would the iat sensor not working cause it to do like it's doing?
